NZGTTM transition guide: what replaces CoPTTM in 2026

NZGTTM has superseded CoPTTM as NZTA's preferred temporary traffic management guidance. The change is not one nationwide switch: requirements depend on the road controlling authority, client and contract. Here's what changed, what is confirmed, and what to check before your next job.

What is NZGTTM, and why did CoPTTM go?

NZGTTM — the New Zealand Guide to Temporary Traffic Management — is NZTA's preferred risk-based guidance for keeping road workers and road users safe around worksites. CoPTTM is no longer maintained by NZTA but remains available for reference. NZGTTM puts the site-specific risk assessment first rather than treating a standard layout as the complete answer.

The practical consequence: a TMP is no longer "which diagram applies?" It's "what are the risks here, and how does this plan control them?" That's a better safety model. It's also a higher bar for whoever writes your TMPs.

When does NZGTTM actually apply to my jobs?

The honest answer is: it depends on your road controlling authority (RCA), client and contract. What is confirmed as of September 2026:

  • Auckland Transport soft-launched NZGTTM on 4 May 2026 and assesses all new CAR applications using NZGTTM from 1 July 2026. AT says existing TMPs transition from 1 July 2027.
  • NZTA recommends NZGTTM for state-highway work. NZTA currently says CoPTTM-based TMPs may still be accepted when they include the information required under NZGTTM and relevant law.
  • Other RCAs publish their own requirements. Confirm the current rules with the authority responsible for the road before designing or lodging the plan.

Do not assume one authority's date applies somewhere else. Transition dates and submission requirements can change, so re-check the relevant RCA's current guidance whenever you start a new application or vary an existing plan.

What's the biggest change in how TMPs are written?

NZGTTM is risk-based where CoPTTM was prescriptive. Under CoPTTM, you identified your situation in a catalogue of standard layouts and applied its rules — taper lengths, sign spacing, buffer distances — largely by the book. Under NZGTTM, the plan must demonstrate that someone assessed this site's risks: the road environment, the road users (including cyclists and pedestrians, explicitly), the work activity, and the controls chosen to manage each risk.

What that means day to day:

  • Template TMPs get bounced more. A generic plan that doesn't show site-specific risk thinking is exactly what NZGTTM reviewers are trained to reject. This is the single biggest change we're seeing in approval behaviour.
  • The risk assessment is the document's backbone. Layout drawings still matter, but they illustrate the risk decisions rather than replacing them.
  • Simpler sites can get simpler plans. The flip side of risk-based design: a genuinely low-risk site shouldn't need an over-engineered plan. Done well, NZGTTM should make simple jobs cheaper, not dearer — the thinking scales with the risk.

What's happening to training and warrants?

NZQA now lists the Temporary Traffic Management Design micro-credential (qualification 4922). It includes Unit Standard 33254: developing a TMP and consulting with the people who will carry it out.

Practical implications:

  • Competency still has to match the work. NZTA material says whether the TTM Design credential is mandatory is a decision for employers, contractors and clients.
  • Check the job-specific requirement. The RCA or client may specify who can prepare or submit the plan, and what evidence of competency is required.
  • Do not assume an existing warrant is invalid. Confirm its status and any transition requirements with the issuing body and the organisation accepting the TMP.

What does NZGTTM mean for small contractors?

For a small contractor — a drainage crew, a builder doing crossings, a two-person utilities outfit — the transition lands in four places:

  1. Your TMP source matters more. Cheap template plans were always a false economy; under NZGTTM they're a near-certain bounce. Budget for a properly designed, site-specific plan — our TMP cost guide has honest ranges.
  2. Lodgement lead times are wobblier. RCA reviewers are learning the new framework too, and review queues stretched during the transition. Lodge earlier than your old habit — the "she'll be right, ten days" approach is riskier in 2026 than it was in 2024.
  3. On-site audits look at risk decisions, not just cone spacing. Expect auditors to ask why the setup matches the plan's risk assessment, not just whether the signs are the right distance apart. Brief your crew accordingly.
  4. The upside is real. Risk-based design means your quiet-street jobs shouldn't carry arterial-road paperwork. Push back — politely — if a simple job attracts an over-cooked plan requirement.

What should I do before my next TMP?

A five-point checklist, in order:

  1. Confirm your RCA's cutover date. One phone call or email to the corridor access team: "Are you requiring NZGTTM TMPs now?" Get it in writing if the job matters.
  2. Review old templates rather than reusing them blindly. Confirm they address site-specific risks, NZGTTM information and current legal and RCA requirements.
  3. Verify the designer's competency. Confirm that the person preparing the TMP meets the requirements set by the employer, client and RCA for that job.
  4. Re-brief the crew. Walk the team through what a risk-based setup means on their sites — especially your STMS, who'll carry the audit conversations.
  5. Lodge earlier. Add buffer to every corridor access application through the rest of 2026. Reviewers are mid-transition; queues don't care about your programme.
