Selwyn, Waimakariri and Ashburton each run their own district plan, their own consent processing and their own road corridor approvals, and their timelines are their own too: Selwyn and Waimakariri typically process consents in 25–45 working days, against CCC's 20–35. Coordinated support across the districts
The practical difference in the districts is that you're never dealing with "the council". You're dealing with your council, and each one has its own rules. What passes as a permitted activity under the Selwyn District Plan can trigger a consent under the Waimakariri or Ashburton plans, and vice versa. Each district council is also its own road controlling authority, so a CAR for a job in Rolleston goes to Selwyn District Council, not CCC.

Selwyn District: Rolleston, Lincoln and the growth belt
Selwyn is the engine room of Canterbury growth. Subdivision and land use consents around Rolleston and Lincoln make up a huge share of the district's consent workload, and that volume shows in processing times: expect 25–45 working days for a typical consent, longer than CCC, and longer again if your application arrives incomplete and draws a Section 92 request.
What we see most in Selwyn:
- Subdivision consents and the reports that go with them, servicing, traffic, geotech, coordinated so you're not paying two consultants for the same answer.
- Land use consents for new builds and minor dwellings on growth-area sections, where the Selwyn District Plan's rules decide what needs consent before the builder prices the job.

Waimakariri's growth centres on Rangiora and Kaiapoi, and the consent mix reflects it: residential subdivisions, infill and minor dwellings, plus rural land use across the district's farming areas. Processing times sit in the same 25–45 working day band as Selwyn: a fact worth building into your programme if you're comparing a Waimakariri site against a Christchurch one, where CCC runs 20–35.
The Waimakariri District Plan is its own document with its own triggers. Setback, coverage and rural-zone rules that are routine in one district can mean a consent application here. We check the plan rules against your actual site and plans first, so the application, if one's needed, goes in once, complete, rather than bouncing back on a Section 92.
Ashburton District: town growth and rural consents
Ashburton is a different mix again: a growing town centre with the usual residential and commercial consents, wrapped in a large rural district where farming activity, water and discharge rules bring Environment Canterbury into the picture more often than not. Ashburton District Council is a smaller consent authority than its northern neighbours, and timelines vary with the application. We'll give you a realistic expectation when we scope the job rather than quote a number that doesn't fit your project.
For rural clients, the ECan layer is usually the critical path: water and discharge consents run 25–40 working days and sit on a separate track from the district consent. We flag those triggers at the start so the two applications move together instead of one waiting on the other.
Traffic management across Selwyn, Waimakariri and Ashburton
The same drawing should not be recycled across all three districts. Rolleston and Lincoln growth-area work can involve new intersections, subdivision access and construction traffic beside active neighbourhoods. Rangiora and Kaiapoi add town-centre, school, pedestrian and commuter movements. Ashburton work often moves quickly from urban streets to rural roads where higher speeds, heavy vehicles and long approach distances change the controls.

How long does a resource consent take?
In Selwyn and Waimakariri, typically 25–45 working days for a standard consent: slower than Christchurch City Council's 20–35. Ashburton timeframes vary by application. Everywhere, the clock stops when council issues a Section 92 request for more information, which is why a complete application the first time is the biggest time-saver you control.
Do I need a resource consent?
It depends on two things: what you're doing, and which district plan covers your site. Subdividing almost always needs consent; new dwellings, minor dwellings, earthworks, setbacks and changes of use can all trigger one depending on the zone and the plan rules. What is a Corridor Access Request (CAR) and when do I need one?
A CAR is approval from the road controlling authority to work in or occupy the road corridor: digging, vehicle crossings, skip bins, scaffolding, or anything that affects the road or footpath. In the districts, that authority is your district council, not CCC. The CAR usually needs a TMP behind it, and it must be approved before work starts. We prepare and lodge both.
