Resource consent and compliance support in Christchurch & Canterbury
CiviEase is based in Sockburn and supports Christchurch projects involving Christchurch City Council and Environment Canterbury. Send the site address, plans or council correspondence and we will review how CiviEase can assist.
Traffic management and TMP support in Christchurch
Christchurch traffic management starts with the road environment and the work itself. A quiet local street, busy arterial, footpath closure and state-highway site do not use the same controls or approval path. CiviEase scopes the site, work method, dates and road authority before coordinating the TMP, corridor access paperwork, crew and equipment required for the approved setup.
Services include lane and footpath closures, stop/go operations, temporary traffic lights, event traffic management, urgent works and equipment hire across Christchurch and Canterbury. See CiviEase's traffic management services in Christchurch for the full service range, process and quote information.
Common Christchurch scopes include utility and drainage work, vehicle crossings, construction access, crane and delivery zones, scaffolding or hoardings beside the footpath, event road closures and repairs that need urgent public protection. The plan must account for the people who use the street as well as vehicles: bus stops, cycle routes, school movements, accessible pedestrian paths and access to homes and businesses can all change the layout.
- Local and residential streets: keep the setup proportionate while maintaining safe driveway and pedestrian access.
- Arterials and busy corridors: allow more design, review and staging time for lane capacity, turning movements, buses and peak traffic.
- Central-city and commercial sites: plan deliveries, loading, footpath occupation and business access together rather than treating them as separate problems.
- Longer-duration works: compare stop/go staffing with temporary signals and staged layouts before committing to the programme.

Based in Sockburn, working across Christchurch and Canterbury
Our office is at Unit 7, 2 William Lewis Drive, Sockburn: a few minutes from the Hornby and Wigram industrial areas where a lot of our civil and construction clients are based, and inside the same Christchurch City Council boundary our clients build in. From here we cover the whole city: the central city, Riccarton, Papanui, Belfast, Shirley, Halswell, Sumner and Lyttelton, plus the wider Canterbury plains down the Rolleston corridor.
Being based in Christchurch supports practical coordination with local councils and project sites. It also allows site attendance where a project requires photographs, measurements, meetings or delivery support. Read how CiviEase works.
Working with Christchurch City Council
CCC is the consent authority for most of what happens inside the city boundary, and its processes have their own rhythm. Here's what we handle with them day to day:
- Resource consents. We prepare and lodge resource consent applications to Christchurch City Council, land use consents, subdivisions, change of use, signage, with an Assessment of Environmental Effects written to answer CCC's questions before they're asked. The statutory target for a non-notified consent is 20 working days, but the real-world CCC picture is more like 20–35 working days, and the clock stops completely whenever the council issues a Section 92 request for more information. A complete application the first time is the single biggest time-saver, and it's where we earn our keep.
- Corridor access. Any work or occupation in the road corridor, trenching, crossings, scaffolding, skip bins, needs a Corridor Access Request lodged through MyWorksites before work starts. We prepare and lodge CARs for Christchurch roads, manage the Works Access Permit that follows, and file the Work Completion Notice when the job's done.
- TMPs and traffic management. CCC won't approve a CAR without an acceptable TMP behind it. We provide traffic management services in Christchurch, including TMP design, lane closures, footpath management, stop/go, temporary lights and equipment hire.
- Vehicle crossings and traffic assessments. A new or altered crossing in Christchurch is a chain, not a single form: consent check, CAR, TMP and a CCC inspection of the finished crossing. We also prepare the traffic assessments CCC accepts when a consent application triggers one.
Most Christchurch applications we handle are decided non-notified, no public submission process, provided the effects are minor and any affected parties have signed off. Where notification is likely, we tell you before you lodge, not after, because it changes both the timeline and the budget. And when CCC does send a Section 92 request mid-application, we draft the response ourselves: complete, planner-reviewed, and back to council before the delay compounds. It's the most common letter a Christchurch applicant ever receives, and the one most often answered badly.
CiviEase also supports projects that cross several categories, including signage and billboard consents, change-of-use applications and retrospective consent work. We review the available information and scope the relevant CiviEase services for the project.
For honest numbers on what this all costs and how long it takes, see our guide to resource consent costs and timelines in Christchurch.

ECan regional consents: the second council people forget
Christchurch jobs don't stop at the city council. Environment Canterbury (ECan) is the regional council, and it controls a different set of triggers: taking or using water, discharges to land or water, and certain earthworks. Plenty of Canterbury projects need both a CCC land use consent and an ECan regional consent, running on separate tracks with separate planners.
ECan regional consents typically run 25–40 working days, often longer than the city consent on the same project. We flag ECan triggers at the start of a job, not after CCC has already asked about them, and we coordinate both applications so one doesn't hold up the other.
The districts we also cover
Christchurch isn't the only council in Canterbury. We also work across Selwyn, Waimakariri and Ashburton, where the district councils process consents on their own timelines, typically 25–45 working days in Selwyn and Waimakariri, slower than CCC's 20–35, and where growth-area subdivisions around Rolleston, Lincoln and Rangiora keep the consent pipeline busy. And for clients with projects further north, we provide resource consent and corridor access support in Auckland, where Auckland Transport needs corridor access lodged at least 15 working days ahead.
Frequently asked questions
How much does a resource consent cost in Christchurch?
For a straightforward non-notified consent, a realistic budget is roughly $3,000–$8,000 in consultant fees plus $2,000–$5,000 in council fees, depending on the reports needed. Costs climb if the application is notified, goes to a hearing, or gets caught in repeated Section 92 information requests. Send us your plans or council letter and we'll give you a fixed-scope quote before you commit to anything.
How long does a resource consent take?
The statutory target for a non-notified consent is 20 working days, but real-world CCC processing typically runs 20–35 working days, and the clock stops whenever council issues a Section 92 request. Selwyn and Waimakariri generally run 25–45 working days, and ECan regional consents 25–40. A complete, well-prepared application is the biggest factor you control.
Do I need consent for a new driveway or vehicle crossing in Christchurch?
Usually several approvals, not just one. A new or altered vehicle crossing in Christchurch typically needs a Corridor Access Request before work starts, a TMP if the work affects traffic or the footpath, and a CCC inspection of the finished crossing. In some cases the crossing also triggers a resource consent. We handle the whole chain: consent check, CAR, TMP and inspection booking.
