Why did council ask for a traffic assessment?
Because your proposal changes how vehicles move, park or turn — and the district plan makes council check that change before granting consent. Common triggers we see at CCC:
- Trip generation — a development expected to add meaningful traffic to the network (new dwellings at scale, commercial or industrial activity, a busy change of use)
- Parking shortfalls — the proposal provides fewer parks than the district plan table requires for that activity
- Access questions — a new or altered vehicle crossing, shared accessways serving multiple units, or access onto a busier road
- Safety and efficiency — sight lines, queuing, heavy vehicle tracking, or effects on pedestrians and cyclists

The request usually arrives as part of a Section 92 letter, which means the consent clock is stopped until the assessment lands. - Trip generation and distribution — how many vehicle movements the proposal adds, and where they go
- Access assessment — crossing location, sight distances, and vehicle tracking in and out
- Parking and servicing — supply versus the district plan requirements, plus loading and waste-vehicle movements
- Effects and mitigation — the honest conclusion, with any design changes needed to make it acceptable

Traffic surveys and counts

Survey data is timed to reflect reality — school terms, typical weekdays — because a count taken in the holidays is a count council will question.

Vehicle access and crossings
A new or altered driveway crossing in Christchurch is a four-part chain, and missing any link stalls the rest:
- Consent check — does the access location or design trigger district plan rules (shared access, access onto certain roads)?
- Vehicle crossing application — CCC approves the crossing design in the road reserve.

Commercial and industrial proposals need to prove service vehicles — couriers, freight, waste trucks — can get in, load, turn and exit without reversing across the footpath or queuing on the arterial.
