CAR, TMP and traffic management support for civil contractors
If you're running crews across Canterbury, corridor access isn't a task. It's a production line. CARs due every week, across Christchurch City Council, Selwyn, Waimakariri and the NZTA state highway corridors, each with a TMP attached, each with its own lead time. One approval that lands late idles a crew, a truck and a day's programme. CiviEase works as the standing CAR and TMP desk for civil and utilities contractors: you send the job schedule, we keep the approvals ahead of the crews.
Crews booked before the CARs are approved?
Send it through. We'll review it and respond with a clear scope, usually within one working day.
The volume problem, in your language
A single CAR is easy. Forty a quarter isn't. The pain isn't any one application. It's the compound interest of small failures:
- A MyWorksites application bounced for a wrong date range or a missing TMP, found the day before the crew was due to mobilise.
- A Works Access Permit condition nobody passed to site, so the crew's set up and the STMS is reading conditions off a phone.
- Three different road controlling authorities with three different expectations of what a complete TMP looks like.
- The completion notice that never got filed, which becomes a warranty question two years later when someone digs the same trench.
None of that is engineering. It's admin, and it's exactly the admin we take over.
Standing support: your CAR and TMP desk
For contractors with repeat volume, we work as an extension of your pre-starts, not as a per-job vendor you have to brief from scratch each time.
- We lodge your CARs: prepared and submitted through MyWorksites with the right RCA, the right dates and a complete TMP attached, so applications don't bounce on technicalities.
- TMP design and TTM planning: programme-level scheduling: we map your forward works and schedule TMP design so approvals are in hand before each crew's start date, not chased the week of.
- Multi-RCA management: CCC, Selwyn District Council, Waimakariri District Council and NZTA corridors. You deal with us; we deal with whichever authority owns the road.
- Completion notices and close-out: Work Completion Notices filed when the reinstatement's done, so the two-year warranty clock starts cleanly and there's no loose end on the next CAR over the same ground.
Want to see the process before you hand it over? Our CAR step-by-step guide shows exactly what we do in MyWorksites on your behalf, and our TMP cost guide explains what drives the price of the plan behind each application.
Talk to us about how a standing arrangement would work for your programme: the shape depends on your volume and how far ahead your schedule firms up. We're set up for exactly this kind of repeat work; it's one of the reasons civil contractors sit alongside builders in who we help.
Urgent works response
Water mains burst and faults don't book in advance. When a utility urgent works job lands, the corridor access still has to happen: the rules just shift to the urgent-works provisions. We handle urgent and emergency TMP design and the corridor notifications that go with it, so your crew can get on with the repair and the paperwork keeps pace behind them. The earlier in the call-out you loop us in, the cleaner the paper trail.
When your gear's already committed
Peak season reality: your cones, signs, VMS boards and temporary traffic lights are on someone else's site. Through our traffic management equipment hire we can supply VMS boards, temporary traffic lights, cones, signs, stands and bases: availability depends on timing and what's already booked, so the earlier you flag a gap, the better. And if your own STMS runs the site and you just need the gear, our DIY equipment hire fleet hires lights, boards, TMA trucks and cones without the crew margin.

For the builders on your jobs
If the hold-up on a site isn't corridor access but consent conditions, RFIs or vehicle crossing sign-off, that's a different desk: ours as well. See what we handle for builders.
Frequently asked questions
What is a Corridor Access Request (CAR) and when do I need one?
A CAR is the approval you need from the road controlling authority before any work or occupation in the road corridor: excavation, service connections, crossings, material storage, skips, scaffolding on the berm. It applies whether the road is a CCC street, a district road or a state highway (NZTA corridors). No CAR, no legal start, and councils do check.
How do I apply for a CAR in MyWorksites, and how far ahead?
CARs are lodged online through MyWorksites (or CorridorAccess for some authorities), with your work details, dates and TMP attached. Lead times vary by RCA and the impact of the work. Allow 10–15 working days for Christchurch jobs, more for complex or high-impact sites; Auckland Transport wants a minimum of 15 working days. Bounced applications reset the clock, so complete lodgements matter.
Do I need a Traffic Management Plan, and what does a TMP cost in NZ?
Any work that affects how traffic or pedestrians use the road corridor needs a TMP, designed to the risk level of the site: traffic volume, road type, duration and complexity drive the category and the price. A simple low-risk TMP costs a fraction of a multi-lane closure with temporary signals. Send us the location, work type and dates and we'll tell you what category you're in and quote it.
