Resource consent and corridor access support in Auckland

Auckland consenting is a different planet from Canterbury: a unitary council covering the whole region, its own plan rules, and a road corridor run by Auckland Transport with lead times that catch out contractors used to southern processes. CiviEase supports Auckland projects from our Christchurch base, and the honest truth is that distance is the easy part: consent applications and corridor access requests are lodged and managed online either way. What matters is knowing Auckland Council's and Auckland Transport's processes before your programme depends on them.

Auckland support, run from Christchurch

Almost none of this work requires someone standing in a council building. Resource consent applications go to Auckland Council by e-lodgement; corridor access requests go to Auckland Transport through MyWorksites; Section 92 responses, condition queries and council liaison all happen digitally. We run Auckland jobs the same way we run Canterbury ones, you send the site address, plans or council letter, we identify the next step and quote the work fixed-scope, with phone, email and video calls in place of the site visit.

Where a job genuinely needs boots on the ground in Auckland, we'll tell you that up front rather than discover it halfway through your programme.

Auckland Council resource consents

Auckland Council is the consent authority for the whole region and applies its own planning framework. CiviEase reviews Auckland projects against the relevant local requirements while following a consistent project process:

  • We prepare Auckland Council resource consents the way councils want to receive them: a complete application with an Assessment of Environmental Effects that answers the obvious questions before they become a Section 92 request and a stopped clock.
  • We manage the s92 loop when it happens anyway, drafting responses a planner can accept the first time.
  • We're straight about timeframes. The statutory target for a non-notified consent is 20 working days, but real processing depends on the application and council workload, and the clock stops for every information request. Our consent cost and timeline guide explains how the costs and clocks break down (its figures are Canterbury-based; we quote Auckland jobs individually).
  • If the consent needs supporting transport evidence, CiviEase can also prepare traffic and parking assessments for Auckland Council consents within the same project scope.

Auckland Transport corridor access: plan further ahead

This is where Auckland genuinely differs, and where Canterbury contractors get caught. Auckland Transport requires corridor access requests to be lodged at least 15 working days before work starts: a longer lead time than most South Island road authorities, and a hard one: crews booked before the CAR is approved sit idle at Auckland prices.

We handle AT corridor access end to end: scoping the works and dates, preparing the TMPs Auckland Transport requires for corridor work, lodging through MyWorksites, and managing the Works Access Permit and completion notice afterwards. If you're pricing an Auckland job, build the 15-working-day minimum into the programme from day one: not the week the digger arrives. Our CAR step-by-step guide shows how the application process works; the AT lead time is the Auckland-specific difference.

What an Auckland traffic-management scope needs to cover

An Auckland TMP needs to be built around the actual street and activity, not simply relabelled from a Canterbury job. Busy arterials, bus routes, town centres, constrained footpaths, cycle facilities, freight movements and work beside signalised intersections can each change the staging, hours and controls. The work method matters just as much as the address: a service connection, crane lift, scaffold occupation, event closure and multi-stage civil job create different risks.

CiviEase can prepare and coordinate the TMP and corridor-access paperwork from Christchurch. For on-site delivery, the quote identifies whether the contractor is supplying its own qualified team or whether Auckland-based crews and equipment need to be arranged. That boundary is confirmed before booking so a remote planning service is not mistaken for a local Auckland depot.

Send the marked-up work area, proposed dates and hours, methodology, plant movements and any lane, parking, footpath or driveway impacts. See what to send for a traffic-management quote.

Crew heading north? Lodge the CAR 15 working days ahead.

Send it through. We'll review it and respond with a clear scope, usually within one working day.

When we're the right fit, and when we're not

CiviEase supports Auckland work involving corridor access and TMPs, consent paperwork for companies working across both islands, traffic and access assessments, and Section 92 responses on live applications. National project information can be coordinated through one CiviEase contact.

We're probably not the right fit if your project needs regular face-to-face pre-application meetings with Auckland Council planners, or representation at an Auckland hearing. That's when a local Auckland planner earns their fee, and we'll say so rather than take the job and under-deliver. If you're not sure which situation you're in, send us what you have and we'll tell you straight.

Frequently asked questions

How do I apply for a CAR, and how far ahead?

In Auckland, corridor access requests go to Auckland Transport through MyWorksites, and AT requires lodgement at least 15 working days before work starts: longer than most Canterbury road authorities. The CAR needs a traffic management plan behind it, and work can't begin until it's approved. We prepare the TMP, lodge the CAR and manage the permit through to the completion notice.

How long does a resource consent take?

The statutory target for a non-notified consent is 20 working days, but real-world processing varies by council and application, and the clock stops whenever council issues a Section 92 request for more information. In Canterbury, CCC typically runs 20–35 working days and the district councils 25–45; Auckland timeframes depend on the application and council workload. A complete application the first time is the biggest factor you control.

Do I need a resource consent?

It depends on what you're doing and the planning rules that apply to your site, in Auckland, the rules are Auckland Council's own, and they differ from Canterbury's. Subdivision almost always needs consent; changes of use, earthworks, signage and works near boundaries or waterways can all trigger one. Send us the site address and your plans and we'll check what actually applies before you commit.
