How Wellington City Council works

WCC bills initial-fee-plus-actuals: pay the lodgement fee, and if processing costs more, a final invoice follows at the hourly rate. Figures below are from the council's published 2025/26–2026/27 schedule — fees change each July, so treat them as indicative.

That last row is genuinely unusual: Wellington is one of the only NZ councils offering a paid fast-track — double the fees for a decision inside 10 working days, triple for 5, case-by-case and non-notified only. When a programme is bleeding holding costs, 2× council fees for an answer in two weeks can be the cheapest money on the project. Otherwise the statutory targets are 20 working days non-notified, 100 limited notified, 130 publicly notified — but an RFI stops the clock, you get 15 working days to respond, and if you don't, your application can be converted to publicly notified: the $33,325.50 bracket. A complete, planner-reviewed application is how you stay out of that trap.

Hutt, Porirua and Kāpiti — same region, very different councils

Lower Hutt is cheaper at the counter: $2,965 for a non-notified consent (a deposit covering roughly nine hours), $10,245 limited notified, $14,000 notified with a hearing, $2,405 for residential additions (2026–27 schedule); pre-application advice is $280/hr. Hutt City publishes monthly consenting statistics, a transparency step that followed a documented 2022 backlog (Stuff reported applications taking up to nine months). Corridor access is the region's cheapest for simple works ($236 minor / $270 major, 48-hour emergency pathway), and RiverLink — flood protection, the Melling interchange and city-centre works — drives much of the valley's consent activity.

Porirua has the gentlest entry point: $1,162 for a minor land use application, $2,331 for other non-notified consents, $6,983 limited notified. CARs run $288 minor / $640 major — project CARs at $640 or 80% of assessed processing time at $129/hr — with explicit urgent-CAR uplift fees, and lead times of 5 working days minor, 15 major. Transmission Gully (opened March 2022) re-rated Porirua; growth centres on the Northern Growth Area and Plimmerton Farm (~2,000 homes).

Kāpiti Coast charges a $2,035 deposit for non-notified land use — but that covers the first 10 hours of processing plus an hour of compliance monitoring, with $185/hr beyond, and the first two hours of pre-application advice are free. Two quirks: under RMA ss88G–88H the statutory clock doesn't start until the deposit is paid, and CAR fees are the region's lowest at $86 minor / $172 major / $400 project.

Corridor access: Submitica vs BeforeUDig

Wellington City runs corridor access through Submitica — lodge the CAR there, receive a Works Access Permit on approval. Fees are $272 minor, $785 major and $1,350 project, and the penalties have teeth: a $440 non-conformance notice for working without a valid WAP and TMP, plus $65-a-month overdue penalties on late notifications. Kāpiti Coast runs the same process through BeforeUDig. Different portal, different fee table — we lodge in whichever system your street belongs to.

Greater Wellington regional consents — the second council

Many Wellington jobs also trigger Greater Wellington Regional Council: earthworks and stormwater, dewatering and water takes, culverts and stream-bed works. GWRC's fee split sits at 0.3 hectares — a non-notified earthworks/stormwater consent under 0.3 ha is a fixed $1,679 incl GST, over 0.3 ha $4,439 (or $6,854 combined). Works in the bed of a lake or river are $1,506.50; a new water take $2,714. Fixed fees must be paid in full before processing starts. We flag GWRC triggers at the start of a job.

Character precincts, and what's driving Wellington work

Wellington's 2024 District Plan is largely operative and did two opposite things at once: it upzoned most of the city under the government's intensification rules, and it shrank the pre-1930 character areas by 71.2% — from 307.1 hectares to 88.3 hectares of Character Precincts (Newtown 93.9→25.2 ha, Mt Victoria 49.8→18.9, Berhampore 47.6→7.4). Inside what remains, demolishing a pre-1930 building is still a restricted discretionary activity with a strong presumption against demolition — hence the steady stream of small, finicky consents out of Mt Victoria, Thorndon and Aro Valley. With Let's Get Wellington Moving disbanded in 2024, consenting momentum now comes from intensification, earthquake-prone building strengthening and brownfield infill.
